Victoria Ibezim-Ohaeri is the founder and executive director of Spaces for Change | S4C. She leads the organization’s knowledge-building and accountability campaigning initiatives in West Africa which have been spearheading research and advocacy initiatives that unearth how well-intentioned international norms and laws built on the rhetoric of countering terrorism and defending national security generate (un)intended consequences in national contexts. Victoria has worked extensively across West Africa building the capacity of national authorities to conduct national terrorism financing risk assessments of the NPO sector, ensuring that risk-mitigation measures are proportionate, evidence-based, and do not disrupt civil society operational freedoms. Her research works have also examined how the proliferation and illegal deployment of surveillance technologies violate privacy, stifle dissent, and restrict civic freedoms under the guise of national security.
