About
Mr. T Raja Kumar is the former President of the Financial Action Task Force (FATF), which he helmed from July 2022 to June 2024. Under his watch, the FATF amended its Standards to enhance the transparency of legal arrangements, such as trusts, and greatly strengthened the standard on asset recovery. Together, these changes greatly enable law enforcement to lift the veil on beneficial ownership and more effectively target and pursue asset recovery. He focused attention on the contemporary major challenge posed by cyber-enabled fraud and saw through the FATF project that identified ML typologies related to cyber-enabled fraud. He also drove the strengthening of the FATF’s relationship and greatly enhanced the collaboration with the FATF-Styled Regional Bodies and with major strategic partners, including the IMF, World Bank, UNODC, INTERPOL and the Egmont Group amongst others. Raja also championed diversity and gender-related initiatives and started the well-received “Women in FATF and the Global Network” initiative aimed at nurturing the next generation of women leaders across the globe.
Raja has a rich and unique blend of policy, operational and regulatory expertise and experience, having served in a range of senior leadership roles in policy making, international partnerships and engagements, law enforcement, white collar crime, criminal intelligence and regulation. He served as the Deputy Secretary (International) at the Ministry of Home Affairs, Singapore, and before that as Deputy Commissioner of Police (Policy), the first Chief Executive of the Casino Regulation Authority, Senior Deputy Director of the Commercial Affairs Department and Director of Police Intelligence. Raja read law at the National University of Singapore and holds an M.Phil. (Criminology and Law) from the University of Cambridge. He also attended the Advanced Management Programme at Harvard Business School.
He was awarded the Public Administration Gold, Silver and Bronze medals by the Government of Singapore for his leadership and achievements, as well as the National Order du Merit (Chevalier) by the French Government.
