Stephen Smart is Executive Director of Enforcement & Market Oversight at the Financial Conduct Authority (FCA), where he leads the UK regulator’s efforts to combat financial crime, market abuse, fraud, and misconduct. Since joining the FCA’s executive leadership in 2023, he has overseen enforcement strategy, investigations, intelligence-led supervision, and regulatory cooperation with domestic and international partners. He is a strong advocate of data-driven enforcement and cross-sector collaboration to protect consumers, maintain market integrity, and strengthen confidence in the UK financial system.

Prior to joining the FCA, Stephen served as Director of Intelligence at the National Crime Agency (NCA), leading intelligence operations targeting serious and organised crime. He also held senior leadership positions within the UK Government and served as Head of Investigations and People & Physical Security at Lloyds Banking Group. With more than three decades of experience across law enforcement, intelligence, national security, and financial services, he brings extensive expertise in financial crime prevention, investigations, and regulatory enforcement.
