Pete has spent over 30 years in the Civil Service. He joined HM Treasury in 1985 and worked in a variety of roles including public spending control for health, transport and criminal justice departments; economic briefing; Budget co-ordination; financial services regulation policy; and financial services trade liberalisation.
In 2004 he went on loan to the Cabinet Office to work on national security issues, returning to HMT to work in a variety of roles in the Treasury’s Sanctions and Illicit Finance team, mainly on financial sanctions. This comprised an interesting and often unpredictable mix of policy and operational delivery, working on issues ranging such as sanctions against terrorists, Iran, Syria etc.
He led strategy and policy development- including on primary and secondary legislation-and oversaw effective operational delivery. Before moving to HMRC, he led work to create the Office of Financial Sanction Implementation in HMT, responsible for the operational delivery of HMT’s sanctions responsibilities. He joined HMRC in December 2016 and took up his role of Assistant Director for Strategy in January, after overseeing AML supervision operations.
