About

Matthew Ray is Director & Chief of Staff at The Insolvency Service, where he plays a key role in driving organisational strategy and supporting senior leadership across the agency. He previously served as Director for Economic Crime Reform Implementation at the Department for Business and Trade (DBT), where he led work on major legislative reforms including the Economic Crime & Corporate Transparency Act 2023 and the Economic Crime (Transparency & Enforcement) Act 2022.

He has held policy responsibility for core elements of UK company law, with a strong focus on reforming Companies House and tackling the misuse of corporate entities in economic crime. Until recently, he also chaired the UK Extractive Industries Transparency Initiative. Earlier in his career, he spent seven years at HM Treasury advising on tax, welfare and energy policy, and worked at the National Audit Office assessing the effectiveness of government programmes in the energy and defence sectors. He is a Chartered Accountant (FCA) and holds a degree from the University of Oxford.
