Livia Stoica Becht is the Executive Secretary of the Group of States against Corruption (GRECO), and heads the Economic Crime and Corruption Department of the Council of Europe since December 2023.
Prior to this appointment, she served as Executive Secretary of the Council of Europe’s Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism (MONEYVAL), as well as of the Conference of the Parties to the Convention on Laundering, Search, Seizure and Confiscation of Proceeds from Crime and on the Financing of Terrorism, overseeing two of the Council of Europe’s key monitoring bodies in the fields of anti-money laundering and counter-terrorist financing.
A specialist in international and European law, Livia Stoica Becht joined the Council of Europe in 2000. Since then, she has contributed to the negotiation of several conventions, as well as to the development of policy and legal instruments and the implementation of cooperation programmes in a wide range of areas, including economic crime and corruption, organised crime, trafficking in human beings, children’s rights, migration, artificial intelligence, the protection of the legal profession, and the independence, impartiality and competence of judges and prosecutors. profession. She holds a Master of Laws from Panthéon-Sorbonne University in Paris and from the College of Europe in Bruges.
