About

Andrew is the Head of Integrity for Oxfam GB where he leads the whistleblowing and investigation teams working to prevent and investigate integrity violations in Oxfam’s humanitarian and development work in fragile states. Prior to joining Oxfam, he led Transparency International’s policy and advocacy programme to tackle corruption in the defence industry, defence ministries and the global arms trade. Andrew has a law enforcement background having served as a detective with the Metropolitan Police where he investigated a wide range of criminal activity. His final posting was with Scotland Yard’s Anti-Corruption Command. He has advocated for and advised on anti-corruption in the public, private and third sectors. Andrew co-authored ‘Out of the Shadows – promoting Openness and Accountability in the Global Defence Industry’ and at Transparency International, led the team which designed the methodology for the 2019 Defence Companies Anti-Corruption Index – a best practice guide to anti-corruption in the defence sector. Andrew has advised a range of sectors on insider threats and establishing effective integrity, whistleblowing and investigation frameworks in complex environments.
