Josie Stewart
About
Josie Faulkner is a leading expert in illicit finance policy. With extensive international experience, she brings deep expertise in driving impact through collaborative cross-sector work.
Josie founded and convenes the Latimer Network, an independent initiative that now brings together more than 160 member organisations from government, law enforcement, the private sector, civil society and academia to accelerate progress in the UK’s fight against illicit finance and economic crime. The Network works on the system-level problems no single sector can solve alone, with a particular focus on building the trust and partnerships that effective cooperation depends on. The Network’s work is recognised in the UK’s 2026 Anti-Money Laundering and Asset Recovery Strategy, which commits to a public–private asset recovery pilot developed by Latimer members and names the Network to help shape how regulated sectors beyond banking join the national financial intelligence system.
Previously Head of Illicit Finance at the Foreign, Commonwealth and Development Office (FCDO), Josie established and led a groundbreaking policy and programme priority on international illicit finance for the UK Government. She has also served as Director of Transparency International’s global Defence and Security programme and on the Board of Spotlight on Corruption.
Josie has lived and worked in Liberia, Sierra Leone, South Sudan, Afghanistan and the UAE, and is an Associate Fellow at the Centre for Finance and Security at the Royal United Services Institute (RUSI).
